This literature scan identifies and synthesizes existing literature examining the effects of pandemics and the identification of policy solutions to mitigate their effects on a well defined group of Canada’s population—children in the care of Canada’s child welfare system. This particular segment of Canada’s population warrants attention for several reasons. First, compared to other developed countries, Canada has an exceptionally high rate of children in care. Second, considered to be among Canada’s most vulnerable population, children in care either have no parents or for a number of different reasons—socioeconomic circumstances, behavioural issues, abuse, family conflict, neglect or parental incompetence—are taken from their parents by the child welfare system or courts. Third, pandemics can significantly limit the capacity of public agencies to operate and provide services and supports to populations during a period of heightened demand and uncertainty. Les enfants peuvent être confinés, mais leurs droits ne le sont pas !
La plupart des experts et du personnel travaillant au Conseil de l'Europe ont quitté ses bâtiments et travaillent désormais depuis des milliers de foyers dans toute l'Europe, en utilisant la technologie et de nouvelles méthodes de travail pour accomplir leur importante mission. Neue Plattform für die Kinder- und Jugendhilfe für die Fachkräfte und Verantwortliche in der Kinder- und Jugendhilfe
Gerade jetzt, in diesen „Corona“-Zeiten, benötigen Fach- und Leitungskräfte der Kinder- und Jugendhilfe Austausch und Unterstützung, um rasch neue Ansätze erproben zu können und Erfahrungen miteinander zu teilen. Mit dieser Kommunikations- und Transferplattform möchten wir einen Beitrag hierzu leisten. Auch in diesem Jahr lautet das Motto des Internationalen Tags der Sozialen Arbeit 2020 "Für die Bedeutung menschlicher Beziehungen eintreten". Dies ist das v
ierte und letzte Thema der Global Agenda for Social Work and Social Development 2010-2020.
Das Thema wurde ins Leben gerufen, um weltweit die wechselseitige Beziehung der Menschen in den Blick zu nehmen und auf notwendige Änderungen in Politik und sozialen Dienstleistungen aufmerksam zu machen.
Der World Social Work Day (WSWD) oder
Internationale Tag der Sozialen Arbeit (ITSA) ist 2003 durch das Engagement von europäischen Kolleg_innen ins leben gerufen worden und wird immer Mitte März gefeiert. In der Zwischenzeit ist dieser Tag der Sozialarbeiter und Sozialarbeiterinnen auch in der UNO angekommen und anerkannt.

Une mobilisation internationale est requise pour libérer les enfants détenus!
Une étude de l’ONU révèle qu’au moins 1,5 million d’enfants sont détenus dans le monde chaque année
Une nouvelle étude mondiale sur les enfants privés de liberté devrait inciter les États membres des Nations Unies à prendre des mesures en vue de réduire considérablement le nombre d’enfants détenus et confinés, a déclaré une coalition de 170 organisations non gouvernementales, dont également l'ANCES-Luxembourg.
Manfred Nowak, expert indépendant de l’ONU, a présenté une synthèse de l’Étude mondiale de l’ONU sur les enfants privés de liberté à l’Assemblée générale des Nations Unies à New York, le 8 octobre 2019. Le rapport entier de plus de 750 pages a été officiellement présenté le 19 novembre 2019 à Genève dans le cadre de la conférence de célébration des la Convention des droits de l'enfant.
« Les enfants sont souvent détenus illégalement, inutilement et au détriment de leur santé et de leur avenir », a déclaré Alex Kamarotos, le directeur de Defence for Children International et co-président du groupe consultatif d’ONG pour cette étude. « L’Étude mondiale de l’ONU devrait inciter chaque pays à adopter de nouvelles politiques et pratiques visant à réduire considérablement le nombre d’enfants enfermés. »

Platz mehr für Benni zu geben scheint und keine Lösung
mehr in Sicht ist, versucht der Anti-Gewalttrainer Micha,
sie aus der Spirale von Wut und Aggression zu befreien.

launch of the free on-line course "Caring for Children Moving Alone: Protecting Unaccompanied and Separated Children". As you know, FICE International played a big part in its development. The course starts on 27 May.
This course explores how to offer the best possible alternative care, protection and support to unaccompanied and separated children on the move.
This is a new, unique course, delivered on the award-winning FutureLearn digital platform.
It is a free six week online course.

Die ANCES – Lëtzebuerger Fachverband fir Sozial Aarbecht, Bildung an Erzéiung – begrüßt ausdrücklich die von Justizminister Félix BRAZ, am gestrigen Donnerstag, 4. April 2019, ankündigte Entscheidung, die Gesetzesvorlage 7276 zur Reform des Jugendschutzes in Luxemburg einer grundsätzlichen Nachprüfung zu unterziehen.
Mit diesem politischen Befreiungsschlag hat Minister BRAZ die Chance eröffnet, mithilfe von internationalen und nationalen Experten eine grundsätzliche Neuorientierung vorzunehmen und einen Text auszuarbeiten, der eine breitestmögliche Zustimmung erhalten kann. In der Tat kündigte der Minister nicht weniger als einen grundsätzlichen Paradigmenwechsel an, weg von einem traditionellen, obrigkeitsstaatlichen Schutzgedanken hin zu einer kinderrechtsbasierten Jugendjustiz. Das ist ein Ansatz, der Kindern nicht nur das Recht auf Schutz, sondern auch ausreichenden Rechtsschutz als Rechtsträger (sujet de droit) einräumen und garantieren wird, ganz im Sinne einer „child friendly justice“ (kindgerechter Justiz), entsprechend den Leitlinien des Europarates.
Wie in anderen gesellschaftspolitischen Bereichen auch, etwa der Frauen-Männer-Gleichstellungspolitik, der Politik für Menschen mit einer Behinderung oder der Nichtdiskriminierungspolitik, wird sich die derzeit im Parlament besprochene Reform neu ausrichten an den international und den von Luxemburg ratifizierten Konventionen mit den entsprechenden Normen und Umsetzungsempfehlungen.
Für die Soziale Arbeit bleibt das entsprechende Hilfesystem im Kinderschutz mit richterlich angeordneten Erziehungshilfen weiterhin von großer Bedeutung und eine Neuausrichtung der gesetzlichen Grundlage kann zur weiteren Professionalisierung in diesem Arbeitsfeld beitragen. Für Soziale Arbeit, die sich als menschenrechtsbasierte Profession versteht, ist die Neuausrichtung hin zu einem menschen- und kinderrechtsbasierten Ansatz von zentraler Bedeutung. Der angekündigte eingeschränktere Rückgriff bei weiterhin sicherlich notwendigen freiheitseinschränkenden und freiheitsentziehenden Maßnahmen unter strafprozessrechtlichen Standards lässt auf einen Neuanfang im Umgang mit jugendlichen Straftätern hoffen.

Le mercredi 27 mars 2019, la Commission de la Justice a organisé une deuxième audition pour entendre les avis des différentes associations et organisations travaillant sur le terrain. Le 20 mars, ils avaient reçu les représentants de la Commission consultative des droits de l’homme, ATD quart monde et la FEDAS. Ce mercredi, c'est le tour des représentants de l’Association nationale des communautés éducatives et sociales du Luxembourg, du service central d’assistance sociale et office national de l’enfance. Le but de ces auditions est de mieux comprendre les soucis et les attentes des acteurs sur le terrain.

- Renate Winter, Chairperson of the Committee on the Rights of the Child at the United Nations (Geneva) 2017-2022.
- Author/contributor to the Draft Model Law on Juvenile Justice. Former youth justice in Austria.
- Justice Renate WINTER is Chairperson of the Committee of the Right of the Child at the United Nations (Geneva). Justice Winter was appointed by the Secretary-General of the United Nations to the Special Court for Sierra Leone in 2002. She served as its Acting President from March to May 2004 and in May 2008, she was elected President. She is the current president of the RSCSL (Residual Court of Sierra Leone). In 1981, Judge Winter became a judge at the Vienna Youth Court, where she undertook projects to help rehabilitate youths with problems of drug addiction and mental disability. Justice Winter has also worked for the United Nations on projects related to youth and child soldiers, including in numerous African and Latin America countries, and has dealt with issues of organized crime and restorative justice. Justice Winter served as an international judge of the Supreme Court of Kosovo, as part of the United Nations interim civilian administration. Throughout the 1990s, Judge Winter chaired numerous international conferences on matters relating to juvenile justice and gender-related justice issues. She is the former President of the International Association of Youth and Family Court Judge and she is currently working with UNODC on terrorist matters concerning children.

The 2019 world social work day highlights ‘Promoting the Importance of Human Relationships’.
World Social Work Day is on the 19th March 2019. It is the key day in the year that social workers worldwide stand together to celebrate the achievements of the profession and take the theme message into their communities, workplaces and to their governments to raise awareness of the social work contributions and need for further action.
This year’s theme focusses on the social relationships between people’s essential relationships with each other, their environments and their futures. Dr Rory Truell, IFSW Secretary-General said:
‘There was a famous moment in recent history when politician Margaret Thatcher ushered-in the current global period of conservatism and the dismantling of state services when announcing: “there’s no such thing as society, there are individual men and women”. Thatcher’s view continues to have devastating effects as it remains dominant over many aspects of world and national politics. This 2019 World Social Work Day theme directly addresses this false and brutality conservative dogma. From the social work experience all people are bound together by social relationships that determine the quality and security of life. Worldwide the social work profession will unify in promoting the importance of building policies and practices that recognize, cultivate and enrich our interdependent relationships – for peace, the realization of all people’s equal rights and a sustainable world.’
